Vietnam has an official city classification system, but for this site I use a simplified version based on what matters most to expats: infrastructure, convenience, housing, healthcare, lifestyle, and cost. Tier 1 cities are the biggest and easiest for most newcomers to navigate. Lower tiers can offer better value, but usually come with more tradeoffs.
